From December 12 to 13, 2024, the International Centre in Vienna, Austria, hosted an important conference focusing on key global anti-drug issues – “Mobilizing the Private Sector to Combat Illicit Drug Manufacturing – Understanding the Industry.” The conference attracted official representatives from 33 countries, professionals from 12 industry associations, and experts from five international organizations, all gathering to explore innovative solutions and effective strategies to tackle the global challenges of illicit drug manufacturing.
As one of the representatives of China, Ms. Hong Xiaoqing, General Manager of Shanghai Jiuzhou and Deputy Director of the Training Department of the Shanghai Chemical Industry Association, attended the conference with the delegation from the National Narcotics Control Commission of China. She bore the important responsibility of sharing China’s experience and wisdom in drug control. During the conference, Ms. Hong delivered an impactful speech. She elaborated on how the Chinese government, enterprises, and society work closely together within the country’s unique social governance system to form a strong synergy, achieving remarkable results in managing precursor chemicals. She detailed how the government has provided a solid institutional guarantee for precursor chemical management through strict legislation, precise supervision, and policy guidance. Enterprises actively respond to social responsibility, strengthen internal management, and comply strictly with relevant regulations to prevent risks from the production source. The broader society also plays a significant role by raising public awareness through education and publicity, thus creating a nationwide anti-drug atmosphere.
Ms. Hong also emphasized the pivotal role of the Shanghai Chemical Industry Association in this process. Under the guidance of the Shanghai Economic Informatization Committee and the Shanghai Narcotics Control Committee, the association actively undertakes comprehensive management of precursor chemicals in the city, including precise supervision, efficient coordination, and professional training. By building a smooth bridge between the government and enterprises, the association effectively promotes the flow of information and collaborative cooperation, providing strong social support for anti-drug efforts.
The International Narcotics Control Board (INCB) highly praised Ms. Hong’s speech and China’s efforts in the fight against drugs. They pointed out that China’s systematic, comprehensive, and innovative approach to managing precursor chemicals is particularly impressive. Especially noteworthy is the government-led, multi-party collaborative model and the extensive data and practical experience accumulated by the Shanghai Chemical Industry Association. These serve as valuable examples for global anti-drug work and are worth learning from and replicating by other countries.
China’s active contributions and significant achievements in the field of drug control have not only earned praise from international organizations but have also set an example for the international community. The successful hosting of this conference further highlights China’s important role and influence in global anti-drug cooperation. Looking ahead, China will continue to steadfastly advance its drug control efforts, actively participate in international cooperation, and work hand in hand with other countries to tirelessly contribute to the creation of a drug-free global environment.
